Water will flow to the path of least resistance too.
Sometimes man finds that creates problems, and he invented dams to channel the flow. Only the truly insane environmentalists (and I don't deny there are plenty) would advocate that there should be no dams at all. I don't see a lot of difference, personally, between the wackos that advocate there be no attempt to channel water and the wackos that advocate there be no channel for capital. Taken to extreme, allowing the markets to control EVERYTHING without regulation is no different than a soviet-style "workers paradise" except for the rhetoric employed to defend it.
