It is a brandable thumb iframe maker. You host it and the thumbs it uses. They pull from Zipped as you need them to your host. You set the skim, say 5%. This sets your id's into the galleries links for that amount. Your users then can either use without a zipped id or get one, under you.
The thumb frames will work in almost any page. Blogger, WP and others. You can also offer it to some that are signed under you so they can do the same.

Could be one of two things.
Did you activate the plugin, (sorry have to ask), lol.
You may need to chomd the thumbs folder in the cache folder
/wp-content/plugins/rssthumbs/cache/thumbs to 777
