Somewhere in the ICQ (I use version 2003b because it is the last GOOD version of the ICQ) look for preferences, and in there you have to select the option to save your message history (otherwise it will not save it)
 Hope that helps! Its usually hiding in the "Main" menu... I go "Main ->Preferences->History, Alerts & Sounds"

Also check *.dat files like
C:\Program Files\ICQ2003b\2002a\111111111.dat My history was kept there. I'm using Miranda ICQ and recommend you to find some other client rather that official one.
