Annoying neighbors pissing you off?

We used to have a guy that had video monitors at every corner of his house and on the porch. He had signs in the window warning you that by entering his yard, you were under video surveillance and that he can use the video tapes in a court of law bla bla bla. The kids hit a ball into his yard once and went in his yard to retrieve it. Within 10 minutes cops were there and he was trying to file a report. I don't know what happened to the guy but I am pretty sure the city doesn't care for their time being wasted because of some kids and a kickball.
