Living there it was drilled into your head. I think NO officials knew early on what was happening, even when Fox News reported NO had been spared. I think they tried not to cause chaos. However, when they started evacuating the Superdome even when the news was reporting the Quarters missed the floods, it was obvious they were aware the water was rising.

In my opinion of course.
