Look, the last president to take any kind of bold action against North Korea left office with a popularity rating lower than George Bush scores with former Howard Dean supporters.
The simple fact of the matter is that we wouldn't be doing much more than we are now about this if Iraq had never happened. Mike wants to blame Clinton, Joe wants to blame Bush ... if either of you would take a gander at Jane's Fighting Forces and and a reasonably acurate World Atlas, you'd see that neither is to blame. To paraphrase - it's the geography, stupid.
