Take PCP out of the incident and that
might have worked. Once it is in the body of the person they are attempting to apprehend, then "all bets are off" as to what kind of force needs to be applied.
Do the Cinnci cops have a tendency to get overly violent against minorities? It's very possible. Should this case be used as an example of that? Not only no, but HELL no.
