Unfortunately, from my experiences with security (military and civilian) a large amount of it is based upon humans and trust.....

Humans screw up....and trust is becoming a rarer and rarer commodity these days.....

It should be, by now, relying on things such as retinal scans, finger print scans, etc.... But those are high priced solutions and the bottom line is that if they can save a buck they will.....

But there are simpler solutions that dont cost much to implement that also work...

In this case, they showed what appeared to be proper credentials.... If those credentials had to be cross matched against a computer database of which credentials had actually been issued, then something like this would not have happened....
