Well, I won't presume to argue on her behalf, but my thought is that I don't really see how this action is "not allowing" terrorism. I happen to believe it will most likely make things worse on that front. Though I'd be ecstatic if I were completely wrong.
Antagonist, perhaps. It's one of the reasons I love her. BS? I dunno... I'm sure she has points to argue that have convinced her otherwise. You know how lawyers are!
