Has it really become hard to get submissions?

I was over in the Dickhead Corner and saw this http://www.oprano.com/msgboard/index...howtopic=17337 I had seen a shorter version on GFY and wondered if this was the wave of the future or just a "smart webmaster.... Mr thumbs pointed out that it is generally hard to get submissions now.

Now I am wondering ... are submissions to link lists really so hard to come by that a webmaster has to give away $6500.oo to tempt webmasters to submit to their site? Or do you think this one is just trying to get this link List off to a quicker start than ost get? Is this a smart move or just a lose of cash move?
