What the hell are they meant to be made of?! If people wearing them just didn't care any more and wanted to go into hiding, they'd surely cut them off and hide.

The tags they make some offenders in the UK wear (for curfew purposes) are made from plastic - on the outside at least. If you took it off, they'd know about it, but if you wanted to vanish, you wouldn't really care about that.
