Joe,
Do you mean the trade deficit or the US debt? You showed a graph of the trade balance. The trade balance is the value of exports minus imports. The US sells buys more from it's trading partners than it sells. I think you are getting confused. Cutting taxes and government spending does not cause trade deficits.
