Colin, I would say that the CIA's number was probably initially skewed by the mistaken belief that theer were some WMD / chemical weapons that would come into play. They appear not to have existed except on memos, so they were not the threat. It is sad that many more soldiers have lost their lives after "the fighting is over" than during the battle.
The shortness of casualties I think also goes to show that the troops did a good job of scouring the country side and getting rid of many weapons dumps, taking the weapons out of the hands of potential combatants.
There is some concern still of a destablizing action from one or more groups, especially people from outside the country. There is much hatred still between groups in Iraq, and it will only take a few major attacks to start the horrible revenge cycle that creates havoc.
I the signing of the "interim" constituion and the projected transfer date of July 1st will probably mean another ramping up of anti-democratic anti american anti whatever attacks aiming to shake things up. I think that troops may start to come home just in time for the election, a nice touch that will certainly get Bush some grip and grin chances.
