Louisiana's not a state known for being pristine in the management of its affairs. Or rather, it's one of the few states that doesn't particularly attempt to hide its greed.

Trying to blame Nagin for this is ridiculous. I don't care what city or town you are mayor of, you don't have shit for authority. And if Nagin had attempted to make the NOLA folks leave whether they wanted to or not, his control only extends to the city limits of NOLA proper. I guess they could have all just hopped the parish line and been hanging out in Jeff or St Tamms when the flooding started...
