You can no more "scare" a terrorist out of being a terrorist than you can "understand" their problems to get them to stop being terrorists.
This kind of incident will create far more of them than it will eliminate. Nick is right - good shot, lousy soldier. More who can shoot like him and not act like immature asswipes would be far more effective.
