The numbers keep fluctuating.
9, 15, 55 people are being tested for HIV, and suddenly the gov't wants to get involved. There are plenty of things causing thousands, tens of thousands, hundreds of thousands of deaths and the gov't isn't stepping in... but oh no, let a couple of people who fuck on film for money get a VD and we've gotta do something about it.
