The laws you mentioned are STATE laws.

The child pornography laws are FEDERAL laws

but there are other issues, I know of no states that allow someone under the age of 18 to enter into a legal contract without parental oversight, which a model release is....

and finally just because she can consent to sex at age 16 does not mean that in the eyes of the law she can consent to photographed or videotaped doing so they are two different things.
