I'm not so sure that's a real tattoo. It looks more like photoshop work to me.
As for the string being offensive, that's a matter of personal taste, and the string is temporary.
Even if the tat is real, it's in a location easily concealed by clothing or by simply not shaving the pubes. I've seen far worse on many men's forearms.
