This is because your local transportation Commission hands out driving permits to any Habibi looking non english understanding person with a few bucks for a permit. 
Most Transportation Commissioners don't even request any form of county or city knowledge test.
And since most drivers work has Independent Contractors (same as the adult entertainment dancers)
then its become a "FREE 4 ALL" Industry, where anything goes without any sort of supervision or authority control.
