in one word: LEADERSHIP of the city and State
I came from the Soviet Union,
the country which suffered the most during WWII,
where cities were blockaded for YEARS, Leningrad,
and not only the city has defended itself from the military aggression, with no supplies, with no food, totally cut off from the mainland,
but maintained law and order.
The fish gets rotten the head first.
The time has come to pay for years of corruption.
