It's simple.
Why do you run a contest to begin with?
1) Draw new users
2) Generate more posts
3) Reward the existing users
4) Give the sponsor of the contest some exposure
Moderators are out on #1. If they're doing their job, they're already posting (#2) and being rewarded (#3). If moderators are the only ones active on a board, #4 will quickly become a moot point.
Only good reason I can see to have moderators in a contest is if that's being used as a sneaky way to get contest sponsors to compensate your mod team.
