this has been a growing problem in moscow and russia since the collapse of the soviet union. it keeps getting worse and only after a couple high profile killings where students were attacked and killed was it finally starting to be taken seriously. most of the violence is directed at asians with the sudden influx of chinese, vietnamese north koreans etc.
