Thats what my idea would (have) accomplished.
The concept was to collect all the data centrally then allow the secondary producers (from any realm) grab the docs they need and store them digitally locally.
Which would satisfy the record keeping requirements for each individual producer/publisher and at the same time provide a more detailed paper trail of exactly who is who and what is what.
