Just an example off the top of my head... content producer in Canada has shaky documentation, secondary producer in US buys license. US producer gets in trouble due to shaky documentation, that opens up Canadian content producer to civil suit from US secondary producer.
It's not DIRECTLY connected to the 2257 regulation, just the "trickle down" effect.
