IMO cheating is something that hurts your SO or something you have to lie to your SO about. If your SO knows you're having phone sex and it doesn't bother them, it's not cheating. If it does or you know you can't tell them because it will hurt them, then it is.
It's just as easy to have phone sex with your SO and a LOT cheaper
