Is it illegal ? Could be. At least if someone went after someone under conventional laws. Laws against theft and destruction of property and the like could be used as could possibly rico stuff, not to mention various telecommunications statutes that might be able to be called on if an affected system was connected via conventional phone lines.
Still, even if it is in some way legal it would not mesh with my way of thinking. But then again, I will probably die poor too.
