Would depend on the exact wording of the bill itself.
Most of these bureaucratic assholes have never touched a computer in their life so they dont know what the hell they are actually writing and getting these bills approved for.
If it was written by someone who knew a fair amount about the web and it was purely spyware in the bill then i would vote for it however, if the definitions of what 'spyware' is were to broad, id pobably vote against it.
