The U.N. Resolutions 678 and 687 were passed in 1990 and 1991. Resolution 1441 was
unanimously voted through by the Security Council in 2002, and it demanded that Saddam disarm or face "serious consequences".
Bush & Co. took the position that no further Security Council was required.
