I've been to Vancouver countless times, and been to Toronto both summer and winter. The bugs in Toronto are there, I've never noticed them in Vancouver.
The traffic in Vancouver is worse than LA. Why? At least in LA we have pedestrians slowing down traffic on all the surface streets year round. No one can make a damn right turn. But you don't see too many pedestrians around Toronto in the winter time and it takes just as long to get around.
