Now, this is something that the USA could act on it's own to use and could potentially be expanded through negotiation and treaties with other countries. While that admittedly would be a very long process if it were attempted to do internationally the USA could easily get the ball rolling. This way the USA has a way to effectively deal with it in our country before trying to bring others on board. It's NOT a perfect soltuion but one that could be built to include many countries and could eventually make it easier
Remember ICRA? Every computer built has the capacity to recognize tags and block certain sites and it would be VERY easy to build a system requiring that website operators, no matter whether they be mainstream sites or adult orientated, be required to have a content rating that would allow the screening out of their sites based on sex, violence, language, and other factors. Sort of a V-chip for computers. I don't petend that the ratings would be very easy to agree on, but it could be done. No one here wants anyone who isn't an adult to be looking at their site. It's a waste of bandwidth. It also protects website operators from the censorship that many in the government and in the country would like to put in place. There would be penalites for not registering your site(s) and a review board to ensure people aren't doing stuff like registering nudebeachbabes.com and saying it contains no nudity., etc. It also places a burden on parents to actually take the initiave in monitoring their kids web use while maintaining adults ability to enjoy certain material on the net that the courts have determined they have a right to enjoy.
That's the basics but you get the gist of it. It places burdens on both camps while protecting the concerns of both as well. Admittedly there is a whole lot of foreign sites out there that bring up seperate issues that we can talk about but for now you get the gist of my idea.
