String me up for being extreme if you will, but I'm of the Non Negotiating school of thought. When you let terror reign your life, you'll never do anything due to that fear.
You adjust yourself to fight the worst in your enemy, that's the only mindset that really works with people like this. It's an oversimplified form of blackmail, and you know that once you start paying blackmail to someone, it never ends, and only gets worse as it progresses.
