I have no problem with FDR, I do not like a lot of his policies, but he was the perfect war time leader for the US!
Clinton was a waste. A caretaker President. He squandered his amazing abilities, and skills because he was selfish. Clinton has no legacy. He did not do anything to change the country. He has no major policy that he authored, got past congress, and changed the country. Clinton will go down a poor leader, who had HUGE potential, but threw it all away. 100 years from now, historians will not even discuss him.
