Why the sigh? Well, first of all, the question was dumb. The way you get to be Commander in Chief is to be elected President. The way you get to be President is to be a politician. A politician responds when attacked, and Moore is most definitely attacking the President.

Hence, the question is dumb. There are LOTS of ways to question Bush's abilities as Commander in Chief without bringing up his response to Michael Moore.

Second, I think it is a technicality. Bush may not be engaging in it personally, but he or his team are behind the scenes.
