There is no secret plot between statesmen to convince us of a cultural war.
In fact, the western statesmen of the world say the exact opposite.

Instead it is a number of historians and sociologists who have been pointing to the cultural war and they have been doing it since well before 9/11. Islam is not just a religion. It is an ideology that is killer at its very center. It is an ideology that has advocated killing non-Muslims for over a thousand years. What is a sham, instead, is the idea that all ideologies are equal. People who act under that dark umbrella would have to admit that nazism is an acceptable ideology and that the best way to deal with such killer ideologies is de'tente.
How can it not be so? This is a world where power struggles between ideologies has always been the rule. From Athenian vs. Spartan to Soviet vs. American and from Catholic vs. Protestant to Republicanism vs. Communism. As always, many millions wish to follow the example of the prophet Mohammed and "make war on them until idolatry is no more and Allah's religion reigns supreme". This is a world where a large segment of the Muslim population agrees with the rhetoric of Osama bin Laden, a Mohammed like warrior who has said "Let us say that there are two parties to the conflict: The first party is world Christianity, which is allied with Zionist Jewry and led by the United States, Britain, and Israel; while the second party is the Muslim world. " Yet another ideology that wants to take over the world and kill all the jews.
All throughout the 1990s - with Soviet power waning - the number of militant Islamist groups titled with such descriptors as Islamic, Armed, Combat, Combatant, and Jihadist grew. So conflict between Muslim and non-Muslim rages in Chechnya, Kashmir, Afghanistan, Algeria, Azerbaijan, Daghestan, Turkmenistan, Tajikistan, Uzbekistan, Ethiopia, Sudan, Israel, the Phillipines and Iraq while civilians are murdered in the streets of New York, Jakarta, and Madrid while Russians, Americans, Italians, and French are kidnapped, held ransom, bombed or executed on television and even today - the followers of Ali kill the followers of Abu Bakr, Shi'ite vs Sunni.
