But the Navy decides who to award medals and ribbons to, not the individual receiving them.
And pretty much the only way to avoid getting the medal is to leave the wound untreated so that it doesn't show up in the medical records. Anyone who was in SE Asia would tell you, you don't leave even the tiniest scrape untreated because jungles are rampant with little nasty bacterias and shit. Leaving a scrape untreated in that environment could very easily lead to losing a limb or some such.
