I have to agree with both Drav and Gonzo (how's THAT for being diplomatic?
). She CAN be a massive distraction as Dravyk stated and there are a lot of people who don't know how nor do they WANT to know how, to deal with her. Banning her is the easiest and best thing to do in those situations.
