cutting hair doesn't REQUIRE a license, it's just smart. Anyone can cut your hair if you let them. The license is supposed to represent the trusted opinion of an outside 3rd party
Driving license is a tax.......thats it. Oh sure they make you pass a test, but only to make you feel better about it.
I can take my trash to the landfill in the back of my truck if I so choose.... Which i do not
