I think we can all agree that we've known/seen/heard of folks who really shouldn't have kids - in our opinions.
But does that mean we're ready to let the gov't give out permission for when we can and can't have them? Who would make those decisions? What would be the qualifications?
If you open it up to gov't, then you open it up to abuse and exploitation like anything else the gov't puts its hands on.
The day my state tries to "encourage" me to listen to it regarding how many children it thinks I should have, I'm moving. The day this country follows China and says you can only have x number of kids, I guess I'll be packing my bags and sadly saying goodbye to the good old USA.
