I have seen some numbers on this awhile back. But the problem is 2/3 of the states need to approve and besides that, it will never happen in an election year. and even if they got the states on board Mike, They need what 14-18 Democrat Senators, never bro..
this should be left up to the states for now until it can be a federal law / rule in a few years.
Most repub. pundits don't even think Bush would try for this anyway, he was just talking to the base..
