Asking is one thing - not answering emails and message board posts as well as blocking the entire site just because you don't get a form which if you DON'T get, becomes the WEBMASTER'S onus, not ARS's, is something entirely different.
Every other sponsor of mine who has asked for a W9 has received it (and even though I don't get 1099's from many sponsors because I'm a corp, for some reason I thought I had been getting them from you, but I checked my tax returns and I was in error) but the "in your face" approach, as you referred to it, was uncalled for, IMO. Though my opinion and $1 won't buy you much more than a cheap cup of coffee.
