Just got the final word from Card Services:

I have got to pay $1750.00 for registration with VISA and MC if to continue processing CCs.

This is even if I ship content on CDs "ONLY" and do no content downloads whatsoever.

I think this ups the VISA BS a notch because I am selling merchandise shipped to customers and they still want me to pay the extortion money.
