I responded to this on GFY also
but CE's an offshore company which settled. I would ASSume that if you did business in the states (i.e. have US customers, use US processing, etc.) then you'd be required to follow US laws. If not, then anyone could open up a shop offshore and start making every patented product known to man and sell it here.
