I repeat what I said earlier ... if you are willing to transcend "benefit of the doubt" to "suspension of the ability to reason" you can characterize the initial air attack as an accident.
The subsequent wave of attacks (3 distinct, if I remember correctly) by torpedo boats kind of render that moot.
