It really doesn't matter what it is in OUR eyes, it matters what it is in the law's eyes. In MY eyes, going 100 MPH on 400 when there's no traffic is OK. The authorities disagree with me, and in the end, their opinion counts more than mine.
But if you're ASKING for my opinion, yes, it's CP. A 17 year old (and as I've said before, I think the age goes even higher than 18) cannot make rational decisions regarding her life.
