Is emailing webmasters to promote a program ok? One time mailing. Purchased list.
Does it influence your opinion of that company?
How about a personally written email to someone you don't know that well? At what point is it ok to contact someone with a "check out my program" request?

IMHO, purchased list: No.
If it's a list culled from contacts your company or you personally has/have done business with, I don't see a problem with it.
There are WAY too many message boards out there to announce things on w/o having to spam webmaster emails of people you've never done business with. From what I can tell, most of the addresses you "buy" end up sending WM's multiple spams to different email addresses. A fast way to tick folks off, if you ask me - which you did.
And to send ANY spam w/o a way to get off the mailing list is just wrong.
