Don't underestimate the Belgium Army!! Spend a day in Belgium and you'll see at least a handful of tanks and hear F16's roar overhead all day long, no matter where you are! Those people take their armed forces very seriously.
Fortunately for Hooper their revenue service has no access to all that gear and an American shotgun is still mightier than a Belgian bureaucrat's pen ;-)
