SEOUL, South Korea, April 18 — In an apparent gesture of defiance toward the United States, North Korea said tonight that it was "successfully reprocessing 8,000 spent fuel rods" in order to extract the plutonium needed for nuclear warheads.
Pyongyang's Korea Central News Agency broadcast the claim while American, South Korean and Japanese officials were preparing to meet in Washington to coordinate planning for negotiations in Beijing next week on North Korea's nuclear weapons program.
