A fission bomb (that's like the ones used on Hiroshima and Nagasaki) can do a bit of damage; BUT a 100 megaton fusion bomb detonated at the proper height could totally eliminate Pyongyang and probably a lot of the surrounding countryside.

Torone, they did mention is many many times. they characterized it as an action that signaled the "first strike" intent of the US.
