It's interesting, isn't it? We humans have created rules of conduct that are acceptable per institution. "You can kill with JDAMs but not with mustard gas". "You can bomb their cities but only if you have good enough aim to miss civilian areas most of the time".
Certain reasons are justifiable for invasion. Others are not.
The rules. Very liquid and often used to enforce the existing pecking order of nations.
