Colin you bring up a very good point and i dint know the answer to that, but clearly UN is becoming more irrelevant everyday. Look at this UN cant even get together and agree to condemn NK's for pulling out of the nonproliferation treaty. In this case China and Russia are the ones apposed to such a move.

Turn the table and put Iran or Syria in place of NK's and we'll have Russia and probably France apposing such movies.
